Request for Proposals: Construction Management Consultant
Lawrenceville United (LU) is a non-profit organization dedicated to improving and protecting quality of life for all Lawrenceville residents. Newly in 2023, LU is becoming a program administrator for the Homeowner Assistance Program (HAP), a program of the Urban Redevelopment Authority (URA) that provides deferred loans and grants to assist low-income homeowners in bringing their homes into compliance with City of Pittsburgh codes, undertaking energy efficiency improvements, and performing eligible general property improvements. As part of this effort, LU is seeking to hire a Construction Management Consultant as an independent contractor who can support the organization to complete a pilot of our first 5 home repair projects in Lawrenceville and to consider future opportunities to sustain and scale these and related services to our constituents.
Responsibilities of the Construction Management Consultant will include:
- Advising LU staff on construction management aspects of the projects.
- Working with LU staff and homeowners to identify priorities within limited budgets, manage expectations, and advise on possible courses of action.
- Identifying and recruiting contractors to bid and execute home repair projects in a timely fashion and consistent with URA requirements. At times, homeowners may have preferred contractors they wish LU to utilize.
- Coordinating property inspections with the URA to prepare a work write-up for URA review with a scope that addresses all health and safety issues, code compliance, and other eligible improvements.
- Being the main liaison to all contractors and overseeing them to ensure all licensing, certifications (including lead-safe practices, if applicable), permitting, and insurance requirements are met, and work is performed on a timely basis consistent with contract and drawings. (The Consultant will not need to pull permits themselves, but just make sure that all hired contractors are.)
- Working with LU staff to resolve any disputes between homeowners, contractors, and/or URA.
- Working with URA and contractors to schedule and conduct on-site stage inspections to authorize payments to contractors for work completed, as well as final inspections, possibly including the City of Pittsburgh’s Department of Permits, Licenses & Inspections (if necessary).
- Working with LU staff to collect/maintain records and provide documentation to URA to execute projects and ensure timely payments to contractors.
- Training LU staff on above, if needed, and advising LU staff on developing ongoing opportunities to support low-income homeowners with home repairs and accessibility modifications.
The ideal candidate will have the following experiences, skills, and qualities:
- General contracting expertise and experience managing contractors with residential projects on budgets up to $50K.
- Strong network of contractors willing to work within URA requirements, including MWBEs.
- Strong project management skills.
- Familiarity with relevant laws and regulations, including, but not limited to, the PA Trade Practices Act, EPA and HUD regulations and procedures, the Energy & Policy Conservation Act.
- Strong understanding of City of Pittsburgh permitting and inspection processes.
- Highest degrees of professionalism and integrity.
- Resilience in the face of bureaucratic hurdles; willingness to go the extra mile to get the job done.
- Comfort with problem-solving, working through conflict, and resolving disputes.
- Strong attention to detail and high standard of excellence.
- Experience and proven track record of building rapport with low-income homeowners and people from marginalized backgrounds (especially older adults and people with disabilities).
- Experience working in historic homes and homes with decades of deferred maintenance.
- Familiarity with the Lawrenceville community.
- Experience working with URA programs and requirements a plus.
